A command did not complete, and this is how far it got.

The reason this is on the error rather than inferred from it: after a
timeout, "did tmux run this?" has no default answer, and retrying a mutation
that already applied is how one [`kill-session`](/en/tmux/latest/manual/kill-session/) becomes two. `not_started` is
the only status a caller may retry blindly.
