Address a different target than the handle's own, or [`null`](https://developer.mozilla.org/en-US/docs/Web/JavaScript/Reference/Operators/null) for none.

A handle sends its own id by default, so `pane.cmd("clock-mode")` addresses
that pane. A few tmux commands take no target and reject one.
